Abstract art is all about your emotions, imagination and creativity. You need not follow the set up rules and yeah, it has got no particular design. You are free to draw it the way you want. The message it gives can be conveyed by the color scheme and the shapes.
And basically any paper will do, depending on the medium you use. If using acrylic/oil paint, use canvas. If using watercolor, use watercolor sheet or a paper of more than 200 gsm.

As u can see in the attachment , here is the abstract art made from arcylic paints , and the paper to draw this type of drawing is strathmore 400 series arcylic paper , there are many other papers also but this is the best paper quality.
