This statement depict that hundred years ago, not all countries were developed, there was not so much education, so not every person knew about, the constitution, Democracy,etc. But now in present, countries has been developed, now people are very educated, they had made their own (country's) Constitution, and became democratic. And as you know that that every democratic country have elections, so for that we need political parties.
the second reason can be that till now a very few contries are under the rule of another country. For example; Hong Kong is under the rule of China, as a result, Hong Kong Doesn't have its own political parties.
