Amid confusion, governor calls PDP, BJP for talksDecember 27, 2014 11:38 AMAmid persistent uncertainty following a fractured verdict, Governor N.N. Vohra on Friday invited both the PDP and the BJP for talks over government formation in Jammu and Kashmir. Raj Bhavan sources said that Vohra had written separate letters to the Peoples Democratic Party and the Bharatiya Janata Party which have won 28 and 25 seats respectively in the 87-member assembly. The governor wanted leaders of the two parties to explore possibilities of forming a government in the country's only Muslim-majority state, the sources said. The Election Commission of India (ECI) team visited Jammu and Kashmir to review the situation in the state to decide on when the Assembly elections should be held. The team Headed by Vinod Zutshi (Deputy Election Commissioner) was in Jammu on a three-day visit beginning 7th October and held a meeting with CEO Umang Narula. Also on his visit, the deputy election commissioner met representatives of different political parties from the state to review the situation. Finally, a decision was held to hold Assembly elections in the state from November 25. The Legislative Assembly of J&K comprises 87 members whose fate will be decided by 6,933,118 voters. Major political parties in the state are National Conference (NC), the Indian National Congress (INC), Bharatiya Janata Party (BJP) and the Jammu and Kashmir People's Democratic Party (PDP). At present, the NC and INC make up the majority in the state legislature, with 28 and 17 seats respectively.

But the ruling coalition partners, the NC and the INC will not get into any pre-poll alliance for the upcoming assembly elections in the state and will contest against each other.

The victory of the Peoples Democratic Party (PDP) in all the three LS seats in the Kashmir valley is a big boost to the party as it prepares for the Assembly elections. PDP stood first in 41 of the 87 assembly seats in 2014 LS polls. On the other hand, the BJP will launch its Mission 44+ seats in the Assembly elections to have its own Government in the state. But according to the statistics, the highest number of seats the BJP could win was 11 in the last assembly elections that took place in 2008.

Looking at the political scenario in the Kashmir Valley after 1996, it would not be possible for INC to get simple majority on its own in the J&K Legislature. The National Conference too needs to change its policies if it wants to taste victory.
