Although the assertives achieved some changes made by the British government, they weren't very effective and those changes were not completely what the Indian people wanted.

Causes like this led to the rise of radical nationalists who were not of the highly educated class, but they reached a wider audience from all sections of the society and weren't isolated to the higher classes.

Although people regard radicals as revolutionary, they never had any substantial changes made by their movements, infact the British government went as far as to deem them as terrorists. The assertives only brought the spirit of nationalism and brought back festivals to unite the Indian masses.

The achievements of the assertives were : the Indian councils act of 1892, public service commission, Welby commission.
These were the changes they made the British empire make, but the radicals weren't able to make any such substantial achievements, they only helped in kindling the spirit of nationalism and bringing the masses into protests, but no government policy was made by the help of the radicals.

The assertives brought changes in government policies, but the radicals didn't.
