Explanation:

force is a derived quantity. It doesn't have an independent meaning of its own. N is the same as kgms⁻². So thus before deriving the SI unit, you should break all the complex units into smaller units, and kgms⁻²÷kg will give you the second option. So although Nkg⁻¹ is the same as ms⁻², you have to use the one with basic units in it.

Basic units are units like m, kg, s, etc.
