Acceleration is defined as the rate of change of velocity.is it possible for a body to have acceleration without velocity?

Yes, because the rate of change of speed is refered as velocity. so, we can take speed in terms of velocity to obtain acceleration.

it is possible. ..

as in case of projectile motion , at the top most point Vertical velocity is zero but acceleration is not...as it acts on verticle direction.

when we perpendicularly throw a ball upward then at the top most point velocity is zero but acceleration is non-zero.
