there were two objectives according to Dr. BR Ambedkar 
1. that every citizen must be in a position to claim those rights 
2. FR must be binding upon every authority

The objectives for implementing the "FUNDAMENTAL RIGHTS" are:

• The first objective is that every citizen irrespective of his caste, creed, gender, age or any such stratification should be able to claim these rights.  

• The second objective is that these rights should be binding on every authority irrespective of their power, authority or position. "Dr Ambedkar" was the "father of Indian constitution" . He was the one to emphasize on the two fold objective of the fundamental rights.
