Active citizens are those who are above 25 yrs and pay tax 3 times of his wage can vote while passive citizens are those who are not allowed to vote

Men who were above 25 years of age and who paid taxes equal to at least 3 days of a labour's wage were given the status of Active Citizens. And, these have right to vote.

The remaining men, children's and women's were classed under Passive Citizens and they do not have right to vote.
Women's were classed under Passive Citizens.
And this was the law made by the National assembly.
The national assembly was indirectly elected by Active citizens as they voted for a group of electors, who in turn chose the assembly members!
To qualify an Elector and then as a member of the assembly, a man had to belong to the highest bracket of taxpayers.
