according to Gandhi what should be the barrier stages of the noncooperation movement?

For this Answer lets go the root of Non-cooperation movement
It was a movement which suggest that we will not cooperate government (british) ,as they are ruling us till now due the co operation of we indian.
According to this,
1." If people started to cooperate british" is one the major barrier which would make the definition of movement meaningless
2.In order to Not co operate british, Indian must get some works to do
like ,student left the british college in order to Non-cooperation to british but where would they study ,there were only few indian owned institution this led to a barrier
3. we can also explain the same point in prospective of lawyer, business man, etc
