While Gulliver was trying to describe everything about his country to the grey horse, called as master, he mentioned a word 'minister' and the master wanted to know about this species of Yahoo. Then Gulliver informed him that minister was a person who had no love, hatred, pity, anger. he only desired power, wealth, and titles. He never told the truth and his lies had to be taken as truths. He further informed that there were three methods, by which a man might rise to be chief minister. The first was, by knowing how, with prudence, to dispose of a wife, a daughter, or a sister; the second, by betraying or undermining his predecessor; and the third was, by a furious zeal, in public assemblies, against the corruption's of the court. The palace of chief minister was like a breeding place for likewise people who imitated their master to become ministers of several districts and they needed three things- insolence, lying, and bribery.
