Secularism basically holds ground that all religion are same and no one is bound to any restrictions about celebrating any festival. Each one is free to follow the religion they believe in.

Anyone can convert to any religion without any restrictions. A State can look after secular welfare by making sure that there's no hostility between people belonging to different religious sectors and by safeguarding the values laid down by each religion.

The State is responsible for promoting secularism. It's also responsible for assuring that each person is free to practice/propogate their own religion . This is called secular welfare.

And the blate through fundamental rights looks after it.
