But , can we say that some action also have negative reaction .

Opposite and negative are one and the same thing...not some... infact every action has negative (i.e. opposite) reaction...
For example if we apply force on ground by our feets ...the ground apply equal and opposite force on us which helps us to move forward.
here negative means that the sign of the force applied by us becomes negative.
