According to Newton's third law of motion every action has its equal and opposite reaction then why don't they cancel each other?

Because they act on different body.
for example suppose two body A and B collied each other than A exert force on B and B exert force on A I.e they exert force on each other not on single body

Action and reaction forces are equal and opposite but they are not balanced forces because they acts on different bodies.So,they do not cancel out each other.
