Solution:

Let say population of Nevada.   = P  million

2.8 million less than 4 times the population of Nevada.

=  4 x P  - 2.8

= 4P  - 2.8

8 million people living in Virginia.

Equate both

4P  - 2.8 = 8

=> P  - 0.7   = 2

=> P = 2.7
