According to the 3 law of Newton every action has a reaction then when we apply a force of 10N on water then the water should also apply a force of 10N but it is not happening why?

Water applies an equal and opposite reaction force of 10 N. The thing is happening but just because our mass is larger than the water, we do not feel it to be happening. Otherwise, Newton's third law holds true for all objects in the universe.
