According to the newtons third law action is equal to reaction . then how a horse cart moves??

Although a horse is pulling the card with a constant velocity yet he continues to apply force.

It is an account of the fact that some force is continuously needed to overcome the force of friction present which tends to oppose the motion of horse and cart.

when the horse initially pulls the cart, it doesnot move due to action-reaction but when the horse applies the greater muscular force, the cart starts moving, overcoming the force of friction
