In the U.S. Constitution preamble it is stated that the people of the United States stablished the Constitution in order to provide for the common defence, among other things. This is the responsability most related with other nations because when it says “common defence” is refering to the security of all the States of the Union, which only can be in danger if the threat is external, which means, other nations.
