The truck dosent move as it dosent get enough force to move you have to apply a force which is larger than pseudo force (inertia).

According to the third low of motion, action and reaction are opposite and equal but act on different bodies.
when we push a truck , our force is not enough for rich the inertia. hence the truck not move.
when we push a truck , our force is not enough for rich the inertia. hence the truck not move.
