The Truck does not move because there is the difference of masses.
And how much the force you apply to move the truck same the opposite and equal force you feel.
And as the truck is parked along the roadside so there is more friction that resist the truck to move with a weak force applied by human.

because according the third law of motion when we pushed any object so these object trun back same force these student pushed the bus that time those student pused a truck doesn't move because these time very less force to the children and so truck is doesn't move when student applied a very large amount of force and truck move that time truck applied same force..
