A developing country (or a low and middle income country (LMIC), less developed country, less economically developed country (LEDC), or underdeveloped country) is a country with a less developed industrial base and a low Human Development Index (HDI) relative to other countries.

If we look at what all developed countries have in common, a pattern emerges, in which the country has invested in common/public wealth, a la infrastructure and useful services. For example:

Public roads and infrastructure, which together make travel and commerce efficient

Utilities (electricity, water, sewer, transport/transit etc) are ubiquitous.

Public education, assuring high literacy and trainable/resilient/skilled workers

Some sort of social insurance or safety net

Market rules and enforcement with trustable integrity

Where these things are absent, the services they provide are much more expensive, and are usually absent themselves as a consequence. (if nobody buys it, it isn’t provided). Where they are public, everybody gets value from their existence.
