The correct order of decreasing basicity of ethylamine,2-amino ethanol, and 3-amino-1-proponol is
ethylamine >3-amino-1-propanol > 2-amino ethanol
As -OH is an electron withdrawing group,it draws the electron towards itself and decreases the electron density on N.
So less available for donation of electron and basicity decreases.
And inductive effect decreases with increase of distance .
