(a) Alcl3 acts as Lewis acid
Al has empty P orbital which accepts electron pair by which it completes its octet configuration..
so Alcl3 acts as Lewis acid
(b)+1 oxidation state increases from Ga to Tl,it is due to inert pair effect
(c)It is due to tendency of PbO2 to gain electrons,as Pb in PbO2 is in +4 O.S but it is stable at +2 so it tends to lose electrons.
hence PbO2 acts as stronger oxidising agent than SnO2
