If a base which is less than 100% ionizes in solution is known as weak base.

Acetic acid is dissociates into ions but it does not ionize 100% therefore it is considered as weak acid.

\mathrm{CH}_{3} \mathrm{COOH} \rightarrow \mathrm{H}^{+}+\mathrm{CH}_{3} \mathrm{COO}^{-}

Ammonia dissociates into ions but it does not ionize 100% therefore it is considered as weak base.
