Each methyl group makes the carbonyl carbon less electropositive, and thus less susceptible to nucleophilic attack. So, using an aldehyde as a reference point, acetone is less reactive at the carbonyl carbon because it has TWO methyl groups, and acetaldehyde only has ONE.
