hey u jst need to know a simple thing for this n keep that in mind. we know that in the formula for couloumbic force we write q1*q2.For max. force this product has to b max. now suppose u u hv a no. say 6 n u divide it into 2 no. such their product is max. 3*3 gves max. value. So u always need to divide a quantity into 2 equal parts so that their product is max. u can try it with ny other no. So as per ur qstion for max. repulsion Q must b divided as Q/2 and Q/2. So the asked ratio will b 2. Hope it helped u!!
