Yeah mate it's true as because in case if we dissolve water in acid ..large amount of heat is evolved at once .this heat changes some of the water into steam explosively which can splash the acid and can cause acid burns .
but if concentrated acid is added to water with constant stirring ..then the heat evolved in this way is gradually and slowly absorbed by the large amount of water
