Is the litmus strip turns red then it is and if it turns blue it is and base but if it doesn't change its colour it is the salt

We can determine that the given substance is a base if the litmus paper turns blue on dipping. We CANNOT determine whether the given substance is acidic or neutral depending on red litmus paper, because in an acidic solution , red litmus stays red but blue litmus turns red but in neutral no color change will be seen in both the litmus paper.
