They are equal In magnitude I. e F1=F2
but because of negative sign they do not cancel

Like F1 is body 1 exerting force
F2 is body 2 exerting force
body 1 and 2 cannot be Same na but force can be same
but bodies are body 1 and body 2

You question is half wrong and half right.
Actually action and reaction comes with pairs and acts on 2 different body kept adjacent so you cant say action and reaction takes place at same body and cancel out.
