Since they don't act on the same body we cannot cancel the forces just because they are equal.
Thus eventhough, Newton's 3rd law says each action has an EQUAL and OPPOSITE reaction they don't balance each other.

Forces can be cancelled only if they act on a single body . If they act on different bodies they do not cancel each other .
So even though action and reaction are equal and opposite , they dont cancel each other .
For example ,
When a book is lying on the table ,
The weight of the book is providing an action force on the table and the table is providing a reaction force on the book .
