The statement suggests that the action taken on any messages received would be on a first come first serve basis, i.e. the message received first will be processed/worked upon first and then the next one received, thus maintaining the order.

First come first serve :- It is a service policy that is sometimes also called first in first serve. It is also called FIFO in manufacturing terms. In manufacturing stores those items are released first from stores that come first in side the store. This policy is also called first in first out. While working in service industry it is a better policy where the customer who has come first asking for service is attended first and served first. For example if you go for a wash of your car. You are issued a ticket and when your term comes you will get your car washed. It is the same when you go for repairing your mobile or any other device. You are issued a ticket and when your ticked number comes your device shall be repaired.

It is the best policy for delivery of any service to customers. This policy ensures proper order and satisfies the customer because of its fairness. Sometimes it may annoy people in India as it completely eradicates any special favor given to VIP people.
