Active and passive voice why in interrogative sentences

If the Interrogative Sentence starts with the words Why/When and How, then we should use them in starting of the sentences and who should replace by By Whom.

Normally, question words such as when, why, where, how or what does not change their position at the beginning of the sentence. When active voice is changed into the passive voice then “why” is the most important word used. Note that who changes to by whom and whom into who.
