When active voice is changed to passive:
1) Subject is changed into object and object is changed into subject. This means that subject of the active voice becomes the object of the passive voice.
Ex- Active : The man must have eaten five burgers.
Passive: Five burgers must have been eaten by the man.
2) 'by' is used before the object of the passive voice.

Answer:
Rules for changing the active voice into the passive voice:
- The Subject must be changed into the object, and the object of the sentence must be changed into the subject.
- The past participle form of the verb must be used. (For example: written is the past participle of wrote).
Note:
The object of the verb is omitted in certain sentences in the passive was because the emphasis is on the receiver of the action.
For example:
The house has been rented out.
(by the landlord can be omitted. )
Remember:
If the listener knows that you are the doer of an action, there is no need to add by me in every passive sentence.
Use the name of the action-doer only when it is not obvious.
Certain words such as have, be, arrive, appear, go, fall, happen and wait do not take an object.
Passives are not possible in these.
