It is saying that any rational number can be represented on the line it means that  

➼ Ex: If we take 1/2 then 1/2=0.5  

0.5 lies between 0 and 1  

And it is also saying that denominator tells the number of equal parts

It means that in 1/2 total no.of equal parts are 1  

and we have to consider 2 parts.
