There are many clauses that could add up to form meaning in the sentence, ‘there is a library’.

For instance, one may write: There is a library near the Central Bank.

Apart from it, one may also add an additional sentence along with the aforementioned sentence: ‘There is a library near the Central Bank where many people, irrespective of age, visit regularly.
