Solution

 =  \frac{8 {q}^{2} }{2}  +  \frac{6 {p}^{2} }{4}  \\  =  \frac{(4)(8 {q}^{2}) + (2)(2 \times 3 \times  {p}^{2})  }{2 \times 4}  \\  =  \frac{4(8 {q}^{2} + 3 {p}^{2} ) }{4 \times 2}  \\  =   \frac{8 {q}^{2} + 3 {p}^{2}  }{2}
