It’s backwards. The restoring force is not a fundamental parameter of the oscillator, or of the oscillation. It varies continuously as a function of time, and depends on the amplitude and phase that the oscillation was excited with on a particular occasion, as well as the stiffness to mass ratio of the physical oscillator.
