The additive inverse of a number is a number which when added to the original number yields zero.

 \frac{3}{ - 11}  =  \frac{ - 3}{11}
Let that number be x

 \frac{ - 3}{11}  + x = 0 \\ \: add \:  \frac{3}{11}  to \: both \: sides \\  \\ x =  \frac{3}{11}
Therefore the additive inverse of 3/-11 is 3/11.
