Explanation:In Western political thought there is a concept (perhaps a recent concept) that 'institutions' matter. It is mature, properly functioning institutions that are essential to the functioning of the economy and society. (I will leave it to others to debate whether this is true or not.)

From this point of view, possibly one of the greatest weakness of China's political tradition is the failure to develop strong institutions outside the political centre, whether that is the Emperor or the Communist Party. Indeed, China has traditionally been hostile to institutions that it does not control. Religion is under State control and even small non-government organisations or associations are just tolerated and subjected to monitoring. (When Beijing holds major political meetings, even harmless group activities are liable to be interfered with.)

This is arguably a fundamental weakness. If and when the Communist Party loses control there will be a vacuum in China, because the government has failed to develop independent institutions outside of those it needs to control the country. Once the Party goes, there will be nothing. The 'People's Republic' will essentially cease to exist if the Party falls, and China will be forced to come up with a new system. That is one reason why the Communist Party is so jealous of its power. Apart from the Party and the Army, there is nothing to hold the country together.

This situation also results in the 'personalisation' of power, corruption, weak judiciary, the blatant manipulation of information for the protection of the system and its powerholders, and the abuse of organisations for its own purposes by the government and the Party.

I would like to repeat, however, that all this only holds true if you believe in the theory that 'institutions' are essential for the functioning of a free economy and civil society.
