The executive is the government branch which exercises authority and is responsible for the administration of a state. The executive implements and enforces legislation

The single-member executive  system means that all executive powers belong in one Head of State, for example,  that all the executive powers are exercised by the President. He is head of the state as well as the head of the govt.

Explanation:

The advantages of a single-member executive are

  • A presidential structure has one advantage: the head of state is usually elected by direct vote. This makes the power of the president more credible as regards democracy, as he is chosen directly by the people rather than merely appointed.
  • Another advantage of a presidential system is its stability, as presidents are usually chosen to hold office, while the government of the prime minister can fall any time.
  • In fact, the presidential system allows the division of powers, since the judiciary is a structure and organization entirely different. This requires the creation of a network of checks and balances to track one another. The pace and decisiveness of a presidential system can be seen as beneficial, as the presidents generally have greater constitutional powers that allow them to guide transition and quickly change.

The disadvantage of a single-member executive form of government are

  • Presidentialism increases electoral stakes, exacerbates polarization and can lead to authoritarianism. The legislature and the executive have similar democratic mandates under a presidential system/single-member executive system. Conflicts among government branches may not be reconciled
  • The separation of powers from the presidential/executive system creates two parallel structures for the Presidency and for the legislature. Critics argue that this can create an undesirable and long-term political barrier when the executive and the legislative majority are of different parties, which is common because voters generally expect new policies to produce faster results than they can be.
  • Presidential/single-member executive structures also prohibit a president in office from being replaced early, for example after controversial behavior. If a president has been found to be inefficient, even though he is unpopular, even though his agenda is objectionable to most of his compatriots, he and his policies must be continued before a new election is due.
