Main issue is Right of Way(ROW). Transmission companies are not buying the land for transmission towers and instead there will be crop compensation. That makes people reluctant to give their land. Clearances from forest ministry, railway and highway crossings make even more difficulties.
Solution is to increase MW per ROW in km. That is possible with multi circuit transmission lines.
Other reason being reliability is maintained without much of investment as the structure of towers can easily carry two circuits with same ROW.

(1)Parallel circuit allow component to be added in the circuit without changing voltages. (2) Each appliance gets connected to 220V supply (=it's voltage rating) for its normal working. (3)Each appliance operates independently
