The Supreme Court has special advisory jurisdiction in matters which may specifically be referred to it by the President of India under Article 143 of the Constitution

As far as I know, they can only advise on legal matters that are raised in a specific legal case. They don’t issue advisory opinions that are not directly related to a case they are deciding. In extraordinary circumstances they could issue an advisory opinion unrelated to a case and controversy, but I am not aware of them having done so.
