Answer:

After independence, both Nehru and Patel were not in favour of creation of linguistic states. Both believed that the nation had to be strong and united and it was dangerous to further divide the country on linguistic lines. In spite of the initial hesitation the government had to bow to the demands and aspirations of the people to have new states carved out on linguistic basis. In 1953 the government carved out the first state of Andhra Pradesh for Telegu speaking people. Creation of Andhra Pradesh virtually opened the floodstages of aspirations. In 1956 states were reorganised on basis of language. Today, we have 28 states and 9 union territories in India.
