First statement will be correct .

When the boy was hungry his blood glucose level was low so glucagon was secreted by pancreas to act on liver cells ,muscle cells and fat cells to convert fats or glucagon into glucose and when he ate cookies his blood glucose level rose so pancreas secreted insulin to stimulate body cells to utilise this glucose to decrease blood glucose level.
