The percentage of votes got by winning candidate = 56%

Hence, losing candidate got 44% of the votes.

Now,

Let the total number of votes = x

Then,

 \frac{56}{100}  \times x = 8400

56 \times x = 8400 \times 100

56x = 840000

x =  \frac{840000}{56}

x = 15000

Hence,
