Air is a poor conductor of electricity. but air allows current to pass through during a thunder lightning. WHY???

This is due to principle of electric break down. During thunder storms, the air between the cloud and the ground acts like a capacitor. When the electric field is highly enough, the air partially ionizes, at which point there are free elections to carry current and the air becomes essentially conductive.
