air pressure decreases with increasing altitude.so why is air near the surface not continuously drawn upward toward the lower pressure regions above?

Answer:

The reason the air pressure is greater near the ground is because the weight of the air above it is pushing down on it. It comes into a balance with the higher pressure just balancing the weight pushing down. The lower pressure above can't suck the air up because that would contradict the balance.
