Because resonance is not possible and hence the intermediate doesn't exist . Therefore reaction can't takes place.

in phenol, the C-O bond has a partial double bond character due to rasonance.Therefore ,it is not easily clevage by the X- ion of halogen acids or phosphorous halide. But the bond is a pure single bond is alcohol and clevage is therefore ,possible . Thus ,alcohol easily form haloalkenes while phenol do not form haloarenes
