Equation of straight line is,

y = mx + c —-> 1

Given:

Slope, m = (-3/5) —-> 2

x = -2 —-> 3

y = 4 —-> 4

Substitute 2, 3 & 4 in equation 1:

4 = (-3/5)(-2) + c

c = 4 - (6/5) = (20 -6)/5 = 14/5

Equation of line,

y = (-3/5)x + (14/5)

5y = -3x + 14 —-> Answer
