Answer:

Sugar is soluble in water , and its solubilty increses with respect to higher temperature of water as solvent , thus at given temperature of water temperature when sugar is added into water it gets dissolved till it reaches a saturation level when it stops dissolving in water beyond the particular strength of sugar solution at which excess amount of sugar would remain undissoled , and we can say the sugar solution is at saturated concentration in water.
