 Cr(OH)_{3}  + H_{2} O_{2}  --------->Cr O_{4}  ^{2-}  + H_{2}O
on balancing the equation in the basic medium
balanced equation is:
 Cr(OH)_{3}  +  4 H_{2} O_{2}  --------->Cr O_{4}  ^{2-}  +  4 H_{2}O  +  3 OH^{-}
so three  OH^{-} is required to balance the equation.
